Under the guise of color-blindness, one could argue that the bikes were placed in more populated downtown areas. And as stated above, the need for transportation in other, mostly non-white, areas of Richmond was ignored. The bike service is located in primarily white areas, which can be seen from the demographic map provided. This new racism occurs in personal and institutional spaces and is often disguised as nonracial. The bike share can also be examined from a vie wpoint of modern racism, which is much more subtle than Jim Crow era practices. Thus, this social institution maintains an unequal structure and benefits only those in the dominant group. If a bike share program were in areas outside of downtown, there would be substantially more job opportunities and resources for people living in lower income areas. Often the main focus of conflict theory is economics, and this is an economic tool as well as a social tool that minorities are practically excluded from. While yes, businesses often make decisions based on finance and their financial return is probably greater in these higher income areas, it promotes inequality and ignores necessity.

This institution helps the dominant group while ignoring the needs of other groups. In addition to the lack of kiosks, there is a surcharge for rides over 45 minutes, which is ensuring that the bikes are kept in central Richmond. It could be argued that the usefulness of the bikes may be greater for those whom are excl uded from it.

Many people in areas outside of downtown Richmond struggle due to the sparse bus stations and lack of other modes to transportation that could connect them to jobs and other services in the metropolitan area. The areas that lack adequate transportation services, such as the Northside, are excluded from this seemingly helpful institution. While the RVA Bike Share may s eem like an innocent and helpful installation, the areas in which the bike share is placed are more affluent areas where many modes of transportation are available. Due to their control of said social institutions, the dominant group secures their power and maintains a structure of inequality. This service can be examined using a conflict perspective as well as through a lense of modern racism to see how it perpetuates inequality in the Richmond area.Ĭonflict theory proposes that social institutions are used as instruments by the dominant group or class.
